Temaet viser den samlede økologiske tilstand eller det samlede økologiske potentiale i vandløb. Tilstanden i et givent vandområde dækker over tilstanden for flere kvalitetselementer. Det kvalitetselement, der har den dårligste tilstand, er udslagsgivende for den samlede tilstand (one out - all out).
